SafeHaven has suspended its spay neuter voucher program, which sucks. Maybe when they get their new shelter open, which I hear they are building, they will start up the program once again. I hope so.
Spay Neuter is a more productive use of funds to help animals. It prevents massive numbers of animals from ever needing shelter care or rescue.
