All I found out from Dell, in a support chat, is that the issue with the photo aspect ratio uploads, is a software problem.  I said, "Well, Dell sold this PC with the problem software on it (Vista), which makes it a Dell responsibility."  They claim their warranty only covers hardware problems, not the problems with Vista.If I want any further support, I have to pay.  The chat tech is foreign and can't even form English sentences.  
A search on aspect ratio problems found complaints from people who have even had to stop using their Dell's with Vista, due to the aspect ratio problem, with any drawing/design/ type programs or photo programs.
I guess it is true that Vista might really suck.  I had heard a lot of rumors about it, but had no direct experience.  Now I do.  I have to find a way around this, or put XP on this computer and get Vista off of it.
This issue is very problematic to me, but I still can't find out if the photos are seen on another computer, if they look ok.  It is extremely evident to me, that the photos are drawn out, wider than normal, because I know what the cats I take photos of look like.  The wide heads, wide noses bother me no end.  But do others see the photos as I see them on this computer and monitor?  I don't know.  And would they notice the aspect ratio off?
I used to take photos of cats for SafeHaven's website a year or more back.  I noticed when they would upload them to their website, their photos, whether I took them or someone else did, were skewed in aspect, too.  If you go to their website today, the adoptable cat photos are not skewed but the home page photos are, at least to my view using this computer, slightly drawn out, like someone tugged at each end slightly.  I have no clue why all this occurs, but I do know on my old computer, I had no such problems at all.  I don't know how to make it better.  I am severely disappointed, because about all I have a computer for is to show off cat photos and use them to try to adopt out cats.  I believe I'll just for now switch back to the old PC.  It's not much good anymore, dies routinely, but it does upload photos in their correct aspect ratio.  And that's all I need in a computer.
Update:  It seems to be a problem viewing photos on my computer.  Even on other websites, like CNN, some of the photos are skewed out, in appearance.  I have tried adjusting this monitor but the adjustments don't seem to help.  It is, in appearance, more like one of those longer than high, older big screen TV's, which draw out the picture in a skewed aspect.  It's not a big screen monitor, just average, but abnormally longer than tall, I'd say, not correct dimensions if the screen is completely filled, but even lowering resolution does nothing to correct the aspect problem.  Suggestions?  I could change monitors.  I still have the other one.  Think I'll try that.
